BSNL is offering a local and STD call rate of 20 & 60ppm for 2 chosen numbers.How can we choose these numbers?

According to 9th June 2008 BSNL news, BSNL is offering its customers a choice of two BSNL numbers to make local and STD calls at 20 paise and 60 paise per minute, respectively. But whom is this applicable to and how can we choose these two numbers?

      its will take place from the earlier scheme "Friends & Family" but that was offered at 10 paisa par minute but restricted to within circle call only. now bsnl have increased the rate to 20 paise for local call (Bsnl Landline/wll/mobile) to any 2 number or one should be local and the other one could be outside circle (STD) for 60 paise. i think u can choose this number as you choose in earlier scheme or u can modify the previous choosen number. i foreget where to send the sms for modifying or subscribing but u can confirm it from 09425024365 that is toll free.
