I used a calling card to call a UK call phone from my US land line and got far less minutes then the phone card promised. I used it all on one call. When I called customer service they said something about taxes and surcharges. Does anyone know what they are talking about? Are these fees also charged when you call from your cell phone or landline or just when you use calling cards? I can't figure out the cheapest way to be making these calls. Any advice is appreciated.

There are usually fees and such with using phone cards.
You can see variety of different calling cards to UK with rates as low as 6.7c/min at ZS Comm Global. The phone cards with the cheapest rates require you to use local access numbers instead of the toll free access.
