Your boyfriend can call Japan landline phones with a Tracfone prepaid cell phone at no extra cost. Only standard local per minute rates apply. He would need to dial 1-800-706-3839 from his TracFone to place the call.

If you call him, you can hang up and he can call you back at low rates from the USA.

Have you considered making cheap calls on the internet? Do you pay for internet per metered bandwith or is your internet use unlimited? If your use is metered and you pay by how much bandwidth you use, you will have to find out how much these methods use per minute of talking.
http://www.magicjack.com/site/index.html For $20 you buy an adapter that inserts into the USB port of a computer. Use a USA telephone to plug into the MagicJack adapter. Unlimited free calls can be made to any USA telephone number through the MagicJack which uses the internet to route the call. The MagicJack can only be mailed to a USA address, so you will have to get someone to order it for you, then send it to you from the USA. The MagicJack can be used from any computer with internet anywhere in the world.

Skype uses peer network sharing and will use more bandwidth than just your phone call, so Skype would not be good for you to use if you have metered bandwith.

I'm not sure if MagicJack uses peer network sharing or not. You would need to check about that so you do not have a surprise cost.

      Good luck. rrr
