How/where can I get a cheap cell phone that only calls a few people?

Where/how can I get a cheap cell phone and a cheap plan where I can only call few/four people? I've seen it before but I didn't get the chance to ask the person. It had four options for four people. If someone knows it would be nice. Thanks!
