Is there any free Viop or PC to phone calls site for international numbers besides Skype?

I have Skype, and I used it to call the Philippines on Christmas day since the normal landlines wont even get me through. I love the service but I feel .24 cents is too much.
I would buy a phone card but hidden charges cuts me off the promised minutes.
is there any better free Voip I can use to make international calls?
