What is the cheapest call rate to call Dubai cellphones from Manila?

I am from Manila, Philippines. I learned that the over-advertised PWEDE Card won't allow me to call Dubai (i think the network is Estilastat) Cellphones thru their PLDT Payphones. We don't have a PLDT Landline at home because we really think PLDT sucks.
Are there any alternative to make calls to Dubai at the most cheapest rate possible? Thank you for your help.
