Will my cell phone accept international calls if I don’t have an international plan?

I turned off my international roaming coverage on my cell phone since I will not be abroad for at least a few months. Will friends I've made in other countries be able to call and/or text my cell phone if I've turned this feature off? I assume it will just be very expensive, but will still work. I have a new(ish) Nokia phone and am on Cingular's GSM network.

      I am on Cingular's nationwide plan with no international coverage. THat being said, my brother has lived in Germany for four years and I've never had a problem with him calling me. I am able to receive incoming international calls. I'm not exactly sure why or how, but it happens for me. Hope this helps.
